First-year account / received by the founding trustees
SOURCE DATE 1999.05.12 / RELEASE DATE ABOVE
The purpose of the trust is to keep a question in competent custody for longer than the circumstances that first made it urgent.
01 / Constitution
RAMURAN was constituted on 12 May 1998 under Charter 001. The preparatory papers carry the names of Mara Venn and Ilan Sere. They record agreement on the need for an independent trust, not agreement on an explanation for the Vey interval. The first-year account retains that distinction. A research institution had been established; the founding question had not been answered.
02 / Working provision
The first asset schedule lists two lockable cabinets, a bound receipt ledger, and access to a borrowed instrument bench. The trust maintained a working collection before it maintained a campus. Correspondence was numbered on receipt. A reply was filed with the request it answered, including replies that declined to take responsibility for the question.
03 / The reserve
The founding provision separated protected capital from the annual work allocation. The reserve was intended to support unfinished inquiries through changes in appointment and sponsorship. The account does not describe unlimited resources. Work that could not be staffed or maintained was deferred. A sponsor could pay for an examination but could not purchase a favorable disposition.
04 / At the first anniversary
No finding closed the Vey review. The trustees renewed custody of its surviving records and approved continued methodological work. They did not describe the absence of a conclusion as a successful experimental result. The trust’s purpose was to make a responsible continuation possible, not to guarantee that continuation would produce an answer.
