What remains
when everything
changes.
An independent research trust.
Constituted 12 May 1998.
01 / THE MANDATE
The future depends on
what it can carry forward.
Intelligent systems change. Their memories fragment. Their instruments agree for the wrong reasons. The infrastructure beneath them eventually stands alone.
RAMURAN studies what must remain intact. We develop the principles and systems that allow consequential technology to persist without losing its purpose.

THE INSTITUTION / 1998–2026
Twenty-eight years
of unfinished work.
RAMURAN began with the custody of an unresolved investigation. It grew through appointed terms, withdrawn findings, and responsibilities that could not be closed when a project ended.
Our first public archive opened in 2025. Before it came nearly twenty-seven years of working papers, named circulation, and institutional memory.

Five lines of inquiry.
One continuous question.
Cognitive continuity
MNEME
Preserving the identity of intelligent systems across interruption, distribution, and changes of substrate.
Explore programPerceptual integrity
PARALLAX
Distinguishing what a system observes from what its instruments have learned to agree upon.
Explore programAutonomous infrastructure
PALISADE
Infrastructure that preserves its purpose when communications, operators, and familiar conditions are unavailable.
Explore programComputational matter
LATTICE
Physical substrates that sense, compute, and retain constraints without returning every decision to a central processor.
Explore programCounterfactual engineering
VESPER
Executable rehearsals that expose irreversible consequences before an autonomous system receives permission to act.

Five records / one instruction left open
The address that remained
A packet returns from an address withdrawn eight years earlier. Seven enclosures arrive. The missing eighth is the one that would have ended the obligation.
03 / RECENTLY RELEASED
Released for examination.
Seven enclosures
The returned packet matches seven items in an earlier dispatch inventory. The eighth was a return instruction, not an apparatus drawing.
A return from a closed address
A controlled packet returns under a circulation address withdrawn in 2018. Its return sheet names an office that no longer receives correspondence.
The account that remained open
The successor storage custodian explains why a closed address could still receive a paid forwarding service, and asks who will authorize its end.
Each release identifies its scope, responsible program, and disclosure limits.
