The replacement passes the written specification. RAMURAN declines to call it equivalent. The fabricator asks which requirement it failed.

If the missing requirement is the life your panel has already lived, please put that in the drawing.
01 / Acceptance position
Tern has delivered replacement panel E2-B against the agreed composition, geometry, electrical interfaces, and six acceptance-load profiles. Your test report places its response within all six specified limits. We accept that its detailed response differs from E2-A. We do not accept an unstated requirement to reproduce every behavior of the reference specimen.
02 / What was transferred
The fabrication package includes the serialized adjustment state supplied by Material Behavior. It contains no complete mechanical loading history from the reference panel’s commissioning. If a history-dependent material state is necessary to obtain the result, an adjustment-state export is not a complete production package. That is a missing process definition, not a defective delivered part.
03 / Commercial consequence
Our proposed production slot has been held while the comparison is resolved. We have reassigned the second furnace run. The first article remains available for independent examination, but its continued storage and additional tests will require a revised purchase order. A research question does not keep a manufacturing line reserved indefinitely.
04 / Requested disposition
Please accept E2-B against the contracted specification, identify a failed requirement, or agree a new development scope. We will not mark a conforming panel as a manufacturing failure to simplify your internal register. Nor will we label it equivalent to a reference whose necessary history has not been supplied.
