We can maintain the equipment. We cannot keep asking our subscribers to finance a question.
01 / Notice to the Continuity Office
Aven Regional Services operates the heat network serving twelve districts and the former Merehaven works. Our board has approved replacement of the legacy allocation controller on 30 June. We intend to retire the continuity clauses carried in its service schedule. Three generations of contractors have reproduced these clauses; none will certify the complete schedule. The passages attached to this submission correspond to your 2016 series. Please confirm which responsibilities, if any, your institution accepts for their continued use.
02 / The cost of keeping it
The controller is reliable. Its maintenance arrangements are not. Each replacement requires a specialist to reconcile obligations that our current customer register cannot express. This work now consumes eleven percent of our annual controls-maintenance budget. That is money unavailable for pump replacement. A successful system can still become an unreasonable expense.
03 / The outstanding allocation
All but one service allocation have been assigned to current contracts. Reservation M-4 protects up to 180 kW at the former works. Its beneficiary is identified through a retired directory. Our billing system lists the site as a consolidated service account, without a separate subscriber for M-4. The allocation continues to appear in every accepted migration. We require a disposition that a successor operator can actually implement.
04 / Requested response
By 30 April, please identify either a present beneficiary, a supported retirement procedure, or the limits of your ability to help. We will provide controlled access to the retained schedules. We will not provide unrestricted access to subscriber records. Our board retains the decision to accept the consequences of retirement; the existence of your clause is not a transfer of that authority.
05 / Receipt
The Continuity Office accepted a bounded documentary review on 6 March. It did not accept operational responsibility. Aven commissioned a separate field assessment. Publication of this letter was authorized by its author after settlement; the dates and requested response period have not been rewritten.
