INSTITUTION / Custody memorandum

Two claims to Merehaven

One claimant inherited the property. Another inherited the work performed there. The missing directory once distinguished them.

01 / The directory reference

M-4 names a beneficiary through an identifier in the former works directory. The directory itself has not survived in either claimant’s holdings. A signed service schedule confirms that the reference existed. Its signature cannot recover the entry to which it referred. The archive can authenticate a reference without knowing whom it names.

02 / Aven’s submission

Aven holds the asset-transfer schedule for the plant and its distribution infrastructure. It argues that the unassigned reservation passed into the consolidated operating account, which it can now revise. Its title chain is complete for the equipment. The schedule does not separately enumerate service beneficiaries. Aven’s position is commercially coherent and remains unproven on that narrower point.

03 / Merehaven Civic Trust’s submission

The Trust holds records transferring the former works’ accommodation and laundry responsibilities to its custody. It continues both services in the lower wing. It argues that M-4 supported those responsibilities and should follow them. Its records establish continuity of activity. None explicitly assigns the directory identifier. Occupying the building and performing the work do not, alone, establish succession to the reservation.

04 / The conflict

The claims concern different kinds of inheritance. Aven can prove who received the assets. The Trust can prove who continued a service. Either proposition could have been decisive under the missing directory’s terms. Reconstructing those terms from the outcome we prefer would create evidence. The reviewers declined to do so.

05 / An objection retained

The Trust objects to describing its position as an unidentified beneficiary: its staff and residents are readily identifiable, and the service is plainly in use. The Records Office accepts the distinction. The unresolved question is inheritance of M-4, not whether the people using the building exist. Public release omits their individual records. Both institutional submissions remain in the controlled file.
