INSTITUTIONAL RECORDSIN–RD–023
REVISION 1 / PUBLIC EDITION
INSTITUTION / Review dissent
An instruction without an end
A withdrawal of an address was filed as a change of contact. The surviving instruction required a different act to end the obligation.
Dr. Sera Noll / Methods Office; Continuity Office response retained
SOURCE DATE 2026.04.08 / RELEASE DATE ABOVE
Changing the address was recorded. Ending the instruction was assumed.
01 / Two instruments
The 2016 issuer instruction and the 2018 address-withdrawal notice address different questions. The first creates a duty to hold until release or accepted succession. The second removes an attended receiving address and preserves forwarding. Neither text terminates the other. The Records Office filed the withdrawal under contact maintenance; it did not open a release review.
02 / The institutional omission
The Methods Office finds no evidence that a release review was completed. It also finds no basis for requiring the current custodian to prove a negative across RAMURAN’s internal files. The institution wrote an instruction capable of surviving a change of staff and then administered it as though staff would remember to end it.
03 / A dissent retained
The Continuity Office objects that retrospective settlement could be read as recognition of Rell as successor to the Secretariat. The Methods Office rejects that conflation. Paying for a service requested by the issuer need not confer the recipient’s former authority. Financial closure and succession must be recorded separately.
04 / Required action
The review recommends a bounded reconciliation of the forwarding account, a written end to the issuer’s holding instruction, and continued documentary custody of the returned material. Authentication of the pencil direction remains a separate examination. No additional shipment is authorized by this recommendation.
